# Managing cleaning across multiple school sites: how trusts compare and improve

By the Long Lever team · 7 min read · Last checked 7 November 2026

The short answer

Use one specification standard with a schedule for each site, one audit method and a small set of agreed measures, such as hours delivered, audit scores, issues fixed on time and periodic work completed. Write the monthly data return into the contract, then show each school and the trust the same figures on one page. Compare like with like, and act on the outliers.

## Why is cleaning hard to manage across a trust?

Most trusts inherit a different contract, specification and contractor at almost every school. Each site reports in its own way, if at all. The trust office ends up with a pile of audit sheets and no way to say which schools are well served, which are paying too much and where the problems are.

The fix is not usually new software. It is agreeing the same standard, the same measures and the same reporting format everywhere, then joining up the information you already receive.

## What should be the same at every school?

- **One specification standard**: the same tasks, frequencies and quality definitions, with a schedule of areas and hours for each site.
- **One audit method**: the same checklist and scoring, so 85% means the same thing in every school.
- **One set of measures**, agreed with contractors and written into the contract.
- **One monthly data return**, in the same format, from every contractor.
- **One review rhythm**: monthly site checks, quarterly contract reviews.

## Which measures are worth tracking?

Keep it short. Five or six measures you actually look at are worth more than twenty nobody reads.

| Measure | What it tells you |
| --- | --- |
| Hours delivered against contracted hours | Whether you are getting what you pay for |
| Audit score | Whether the cleaning meets the standard |
| Issues fixed within the agreed time | How responsive the service is |
| Absence covered | Whether gaps are filled or just left |
| Periodic work completed on schedule | Whether deep cleans actually happen |
| Cost per square metre | Value, compared across similar sites |

Under the Procurement Act 2023, contracts worth over £5 million must have at least three key performance indicators, with performance assessed and published. Most school cleaning contracts are smaller, but the same discipline pays off at any size.

From idea to a working process

> “I have eight schools, three contractors and a different report from each. I want one page that shows me which schools need a conversation this month.”

Trust chief operating officer, Long Lever Trust (a fictitious example)

Each school measures cleaning differently, so the trust can’t compare like with like, and problems only surface when a head teacher complains.

Other processes trusts ask us to streamline

Not everything needs a screen. Some are automations that run in the background, some are AI agents that read and draft, and some are a simple screen for the team.

- Simple screen Issue reporting for every school Staff report a cleaning or site issue with a photo; it goes to the right contractor and the trust sees how fast it is fixed. Issues tracked, not lost in email
- Automation Estates compliance calendar Fire, water, gas and asbestos checks for every site in one calendar, with reminders and certificates attached. Nothing missed between sites
- Automation Lettings and events planner Evening and weekend bookings across all schools, with cleaning and site cover added automatically. Lettings priced and staffed properly
- AI agent Contractor monthly review pack Builds each contractor’s monthly review from the dashboard figures, ready for the meeting. Reviews prepared in minutes

## How do you benchmark fairly?

Compare like with like. A primary with heavy community lettings will need more hours per square metre than a quiet secondary block. Group schools by type and usage, then look at hours per 1,000 m² and cost per m² within each group. The outliers, high or low, are where the conversations should start.

## Do you need new software?

Usually not. Contractors already hold the timesheets, audit results and issue logs. The job is to ask for them in one format and bring them together, so each head sees their school on one page and the trust sees every school side by side. That can be built with the tools you already have, by your own team, with some guidance.

You can click around our OneView demo (https://longleverpartnerships.co.uk/what-we-build/oneview), which shows contract performance for eight schools, built with sample data. See also joining up the systems you already have (https://longleverpartnerships.co.uk/insights/join-up-business-systems-one-picture).

## One contract or one per school?

A single trust-wide contract can bring better prices and one set of standards, but it puts every school with one contractor. Separate contracts, or one tender split into lots by area, keep more flexibility and give local contractors a chance. Whichever you choose, the same specification standard, audit and data return make the difference.

Before you go to market, see how to run a school cleaning tender (https://longleverpartnerships.co.uk/insights/how-to-run-a-school-cleaning-tender).

## What this won't do

This is a practical guide, not legal advice. The worked example uses a fictitious trust. How you structure contracts across a trust depends on your procurement rules, the contract values involved and your local market; take advice where you need it.

## Questions people also ask

How can a multi-academy trust manage cleaning across several schools?+

Use one specification standard with a schedule for each site, one audit method, a short set of agreed measures and one monthly data return from every contractor, then review every school on the same one-page view.

What KPIs should a school cleaning contract have?+

Useful measures include hours delivered against contracted hours, audit scores, issues fixed on time, absence covered, periodic work completed and cost per square metre. Contracts over £5 million must have at least three KPIs under the Procurement Act 2023.

How do you benchmark cleaning performance across buildings?+

Use the same audit and measures everywhere, group schools by type and usage, then compare hours per 1,000 m², cost per m² and audit scores within each group. Investigate the outliers rather than ranking everyone.

Do we need software to manage multiple cleaning contracts?+

Not necessarily. Most of the data already exists in contractors' timesheets, audits and issue logs. Asking for it in one format and joining it up usually gives a trust what it needs without a new system.
